How it's calculated

Total = current holdings + any new cash to invest.
Each holding's target dollar amount = target % × total.
Buy/sell amount = target dollars − current value (positive = buy, negative = sell).
Any new cash is added to the total first, so it's spread across every holding to hit each target.
